Privacy Statement
51勛圖 has developed policies and procedures in compliance with the Family Educational Rights and Privacy Act of 1974 (FERPA). FERPA is a federal law that protects the privacy of student education records. FERPA applies to students who are 18 years of age or older or who attend a postsecondary institution at any age.
FERPA Rights
Generally, students have the following rights:

To inspect and review the students educational record within 45 days after the day 51勛圖 receives a request for access.
- To request amendment of the students education records that the student believes is inaccurate, misleading, or otherwise in violation of privacy rights under FERPA; and
- To provide written consent before the College discloses Personally Identifiable Information (PII) from the students education records (except to the extent that FERPA authorizes disclosure without consent).
- To file a complaint with the U.S. Department of Education concerning alleged failures by 51勛圖 to comply with the requirements of FERPA.
All requests for student records, amendment of student records, information and/or questions relating to the release of records and disclosure of PII must be in writing and directed to the campus Registration and Records Office.
FERPA rules allow the disclosure of PII from a students education record without prior consent in certain cases. In addition to the circumstances noted below, disclosure may also be made when the disclosure meets other permissible purposes as identified in 34 CFR 99.
- The disclosure is to other school officials who have legitimate educational interests in the records. This may include teachers, staff members, contractors, consultants, volunteers, or other parties who perform services/functions on behalf of 51勛圖.
- The disclosure is to officials of another school, school system, or college where the student is enrolled or seeks to enroll. The disclosure must be for purposes related to the students enrollment or transfer. This would include information released to a high school in the case of a dually enrolled student (such as 51勛圖s SENCAP or TCA programs).
- Government agencies for purposes of a school audit, evaluation, or compliance with federal programs.
- The disclosure is of directory information, which is information contained in a students education record that would not generally be considered harmful or an invasion of privacy if disclosed.
Directory information consisting of the items listed below may be released without the students consent:
- Student name
- Major field of study
- Dates of attendance
- Enrollment status
- Degrees and awards received
- Honors and awards received, including Deans List and other academic honors
- Participation in officially recognized co-curricular activities (e.g. music, sports)
- Weight and height of athletic team members
- Photograph/Video*
Legitimate Educational Interest is defined as a school official who has a valid reason to access or disclose a students records in order to fulfill their professional responsibility.
A school official is a person employed by 51勛圖, or contracted to work on behalf of 51勛圖, in an administrative, supervisory, academic, athletic or support staff position.
51勛圖 reserves the right to release a students name, major field of study, and 51勛圖 email address to other accredited educational institutions for the purposes of recruitment to their four-year programs.
*Use of Photographs/Video:
Photographers/videographers employed or contracted by 51勛圖 regularly take photographs/video of people, either individually or in a group, to illustrate or describe various aspects of the College and campus life. These photographs/video will be taken at public venues such as athletic events and concerts or they may be taken in organized campus photo/video shoots where the subjects will have given verbal consent to be photographed/videotaped. Individuals who are photographed/ videotaped while attending a public event or who verbally agree to participate in a photo/video shoot will be understood to have authorized 51勛圖 to use their likeness in print and electronic materials to promote the College. The College will retain the usage rights to the photographs/video in perpetuity.
To avoid having this information released, the student must submit a written request to the campus Registration and Records Office within 10 classroom days, not including Saturdays, Sundays, and holidays, after the term starts.
The Right to File a Complaint
If you believe the school has failed to comply with regulatory requirements and the complaint was not satisfactorily resolved with the school, you have the right to file a complaint with the Department of Education.

It is against the law for this recipient of Federal financial assistance to discriminate

What To Do If You Believe You Have Experienced Discrimination

of the alleged violation with either:
the recipient's Equal Opportunity Officer (refer to contact information below); or the Director, Civil Rights Center (CRC), U.S. Department of Labor, 200 Constitution Avenue NW, Room N-4123, Washington, DC 20210.
If you file your complaint with the recipient, you must wait either until the recipient issues a written Notice of Final Action, or until 90 days have passed (whichever is sooner), before filing with the Civil Rights Center (see address above).
If the recipient does not give you a written Notice of Final Action within 90 days of the day on which you filed your complaint, you do not have to wait for the recipient to issue that Notice before filing a complaint with CRC. However, you must file your CRC complaint within 30 days of the 90-day deadline (in other words, within 120 days after the day on which you filed your complaint with the recipient).
If the recipient does give you a written Notice of Final Action on your complaint, but you are dissatisfied with the decision or resolution, you may file a complaint with CRC. You must file your CRC complaint within 30 days of the date on which you received the Notice of Final Action.

The Gramm Leach Bliley Act, also known as the , regulates the disclosure of non-public personal information held by financial institutions. The Federal Trade Commission (FTC) has ruled that colleges and universities that offer education loans (e.g., Perkins and institutional loans) are subject to the provisions of the Gramm Leach Bliley Act. The FTC considers colleges and universities to be in compliance with the privacy provisions of the Act if they are in compliance with FERPA. 51勛圖 complies with FERPA requirements.
51勛圖 will not discriminate based on any student's pregnancy or parental status. The College's practices and procedures will conform to the requirements of 34 C.F.R. 106.40. Specifically, the College:
- Will not apply any rule concerning a student's actual or potential parental, family, or marital status which treats students differently on the basis of sex.
- Will not discriminate against any student, or exclude any student from its education program or activity, including any class or extracurricular activity, on the basis of such student's pregnancy, childbirth, false pregnancy, termination of pregnancy, or recovery there from.
- Will permit a student to voluntarily request to participate in a separate portion of the College's programs or activities, to the extent such programs and activities are available and do not jeopardize program accreditation/certification standards. If a student participates in a separate program, the instructional program shall be comparable to that offered to non-pregnant students.
- May, when appropriate/necessary, on the basis of such student's pregnancy, childbirth, false pregnancy, termination of pregnancy or recovery there from, require a student to obtain the certification of a physician that the student is physically and emotionally able to continue participation in the normal education program or activity, so long as such a certification is required of all students for other physical or emotional conditions requiring the attention of a physician.
- Will treat pregnancy, childbirth, false pregnancy, termination of pregnancy and recovery there from in the same manner and under the same policies as any other temporary disability with respect to any and all rights, benefits, privileges, and opportunities attendant to the College's educational programs or activities.
- Will treat pregnancy, childbirth, false pregnancy, termination of pregnancy and recovery there from as a justification for a leave of absence for so long a period of time as is deemed medically necessary by the student's physician, at the conclusion of which the student shall be reinstated to the status which she held when the leave began.
Administrative authority to implement and monitor these guidelines rests with the Vice President for Access/Equity/Diversity, in collaboration with the Vice President for Student Services, the Vice President for Instruction, and designated staff within those Divisions.

- GOOGLE ANALYTICS
51勛圖 uses Google Analytics, a web analytics service offered by Google, Inc. that tracks and reports website traffic and also the mobile app traffic and events, currently as a platform inside the Google Marketing Platform brand. Google Analytics uses cookies to collect information concerning each users visit to a particular website and transfers that information to a Google server for storage and analysis. Google may transfer this information to third parties when required by law, or when it contracts with outside providers to process data. Based on its analysis, a Google report is available to the College regarding usage of the Colleges public website. Google will not allow a users IP address to be linked to any other personally identifiable data. Users can prevent cookies from being installed on their computer by changing their browser settings, but deactivating cookies may cause the loss of some web functionality. 51勛圖 website users are deemed to have consented to the use and processing of their shared data as described herein. Users can withdraw consent for collection and processing of their data at any time by visiting and requesting to opt out. 51勛圖 automatically collects and/or tracks (a) the home server domain names, email addresses, type of client computer, and type of Web browser of visitors to 51勛圖's Web site, (b) the email addresses of visitors that communicate with 51勛圖 via email, post messages to 51勛圖's bulletin boards, or post messages to 51勛圖s chat groups, (c) information knowingly provided by the visitor in online registration forms, and (d) user-specific information on what pages visitors access. 51勛圖 places Internet cookies on visitors' hard drives. Internet cookies save the visitors' name, password, user-name, screen preferences, the pages of 51勛圖's Web site viewed by the visitor, and the advertisements viewed or clicked by the visitor. When the visitor revisits 51勛圖's Web site, 51勛圖 will recognize the visitor by the Internet cookie and customize the visitor's experience accordingly. Internet cookies are stored on the visitor's hard drive and are not stored, in any form, by 51勛圖. Visitors may decline the Internet cookie by using the appropriate feature of their Web client software, if available. - USE OF PERSONAL DATA COLLECTED Personal data collected by 51勛圖 will be used by 51勛圖 for editorial and feedback purposes, for marketing and promotional purposes, for a statistical analysis of users' behavior, for product development, for content improvement, to inform advertisers as to how many visitors have seen or clicked on their advertisements, and to customize content and layout of 51勛圖's site. Data on visitors' home servers is aggregated for internal review and then discarded. Names, postal and email addresses, and phone numbers collected may be added to 51勛圖's databases and used for future calls and mailings regarding site updates, new classes or services and upcoming events.
- COLLECTION OF PERSONAL DATA FROM CHILDREN 51勛圖 will not collect or post information from children under the age of sixteen (children) without their parents' or guardians' consent. 51勛圖 does not provide any personally identifying information collected from children, regardless of its source, to any third-party for any purpose whatsoever. No information collected from children is used for any marketing or promotional purposes whatsoever, either inside or outside 51勛圖.
- 51勛圖'S RIGHT TO CONTACT USER 51勛圖 reserves the right to contact site visitors regarding account status and changes to the subscriber agreement, privacy policy or any other policies or agreements relevant to site visitors.
- 51勛圖'S RIGHT TO CHANGE PRIVACY POLICY 51勛圖 reserves the right to change this policy at any time by notifying visitors of the existence and location of the new or revised privacy policy.
Access to Technology/Computer Usage
51勛圖 provides extensive computer equipment to faculty and staff for the purpose of enhancing work-related productivity and knowledge. The equipment is to be used for purposes that are consistent with the role and mission of Southeast Community College.
Expectations for computer usage would include:
- Software that is provided for staff use is the property of 51勛圖 and is not to be copied without the written authorization of the Vice President for Technology.
- All software may only be installed on 51勛圖 computers by the Information Systems Technicians of the Technology Division or as designated by the Vice President of Technology.
- All software to be loaded onto the 51勛圖 computers shall adhere to the approved College copyright guidelines.
- 51勛圖 owns and controls the contents of all computers on its systems. College systems will be monitored as deemed necessary and appropriate by the Vice President for Technology.
- Each user will be issued a password for use of the computer systems. This password should not be shared and should be changed on a regular basis.
Access to Technology/Electronic Mail
51勛圖 has provided each computer user with the ability to communicate internally and externally for educational and business-related purposes. Email use shall be to support the role and mission of the College.
Expectations for electronic mail use would include:
- All email messages are the property of 51勛圖. Use of email may be monitored as deemed necessary and appropriate by the Vice President for Technology.
- All e-mail messages shall comply with College policies prohibiting discrimination or harassment based on race, color, ethnicity, religion, sex*, age, marital status, national origin, veteran status, sexual orientation, disability, or other factors prohibited by law or College policy.
- Email shall not be used for illegal activities, including copyright infringement as defined in the adopted College copyright guidelines.
- Email shall not be used to transmit information of a confidential nature.
Access to Technology/Internet Usage
Access to the Internet is provided to enhance the role and mission of Southeast Community College. Use of the Internet shall be limited to the educational and business purposes of the College.
Expectations for Internet use would include:
- 51勛圖 utilizes software and systems to monitor and record all Internet usage. Use of the Internet may be monitored as deemed necessary and appropriate by the Vice President for Technology.
- The College Internet facilities shall not be used to violate any laws of the United States, state, city, or any other applicable subdivision.
- Any software that is downloaded becomes the property of 51勛圖 and shall conform to the approved copyright guidelines. Any downloaded software that is to be installed on a College computer that is connected to the network shall be done by the Information Systems Technicians of the Technology Division or as designated by the Vice President for Technology.
- All Internet uses shall comply with College policies prohibiting discrimination or harassment based on race, color, ethnicity, religion, sex*, age, marital status, national origin, veteran status, sexual orientation, disability, or other factors prohibited by law or College policy.
*The U.S. Department of Education's Office for Civil Rights enforces Title IX's prohibition on discrimination on the basis of sex to also include discrimination based on gender identity.

The College follow specific State of Nebraska Technology Accessibility Standards designed to meet the needs of our citizens with disabilities.
